Each player is responsible for bringing his or her own DS and legitimate, official copy of Pokemon HeartGold or SoulSilver. Tournament hosts reserve the right to check entrants’ Pokemon for legality and disqualify anyone who does not abide by the following rules.
We realize that this may seem a bit overwhelming for those who have not played competitive Pokemon before, so feel free to ask for clarification on any rule you are unsure of. Your Pokemon and movesets will be checked before the tournament to ensure they are in compliance with these rules.
Flat Battle
The battle room will be set up as “flat battle, no restrictions”. Pokemon that are above level 50 will automatically be leveled down to 50, while retaining their current moves. Pokemon at level 49 or lower will remain at their current level, so make sure to level your Pokemon to at least 50 beforehand.
Info Sheets
All Pokemon, abilities, and held items to be used during the tournament must be declared on a player’s entry sheet at the time of signup.
Banned Pokemon
Arceus, Celebi, Darkrai, Deoxys, Jirachi, Manaphy, Mew, Shaymin, Wobbuffet
No more than TWO Pokemon classified as “Uber” according to Smogon are allowed per team. This means you may only use a total of two Pokemon from this list:
Dialga, Garchomp, Giratina, Groudon, Ho-Oh, Kyogre, Latias, Latios, Lugia, Mewtwo, Palkia, Rayquaza, Salamence
Movesets
Pokemon may ONLY use moves that can be legitimately learned in the course of gameplay; for instance, by level up, TM/HM, egg moves, tutoring, etc. Pokemon with special “event” moves may be used only upon prior approval.
Stats
A Pokemon’s stats must be earned legally in game---through level up, breeding, EVs, etc. Use of any kind of external hacking device to alter a Pokemon’s stats is prohibited.
Species Clause
No two Pokemon on a team may share the same National Pokedex number.
Item Clause
No two Pokemon on a team may hold the same item. The “Soul Dew” item is banned.
Sleep Clause
No more than one of your opponent’s Pokemon may be asleep at the same time (save for self-induced Rest). If you put your opponent’s Pokemon to sleep, you must wait until that Pokemon wakes up or faints before using a sleep-inducing move on another one.
Evasion Clause
Moves that increase the user’s evasiveness or lower the foe’s accuracy (such as Double Team and Sand Attack) are banned.
OHKO Clause
The following moves are banned: Horn Drill, Fissure, Guillotine, Sheer Cold.
Note regarding banned moves
If you have a banned move such as Double Team or Guillotine on a Pokemon and do not want to replace it, you are allowed to keep it on your Pokemon so long as you do not use it in the tournament. If you use the move during tournament, accidentally or not, you will be immediately disqualified.
Double KOs
If an attack knocks out both players’ final Pokemon (examples: Destiny Bond, Explosion, Struggle) the player who used the attack will lose the match. In the case of an ability, held item, or environmental effect knocking out both players’ last Pokemon, it will be a tie.
Disqualification
A player may be disqualified at the hosts’ discretion for rude/obnoxious behavior, unsportsmanlike conduct, failure to show up on time for matches, or other conduct which detracts from the spirit of the competition. If there is an entry fee, no refunds will be given.
